Assessment. Functioning of established, emergent and reforged groups, their cohesion, leadership and morale, as well as functioning of their members needs to be assessed. Occurrence of delayed stress responses, burnout and secondary stress disorders are monitored. Interventions. If necessary, self-empowered efficient local networks are supported in their work. At the same time, as established long term groups take over from emergent ones, the latter groups and their leaders are acknowledged for their achievements. Some may be redirected to new tasks groups and responsibilities. Leaders and their groups are monitored for delayed stress reactions and helped for them as well as continued burnout and secondary stress phenomena.
